The Bhabishyat Credit Card Scheme (WBBCCS) of the West Bengal state government supports aspiring young entrepreneurs to promote self-employment, enhance income generation, and foster the growth of micro-enterprises. Objective The primary goal of the Bhabishyat Credit Card Scheme is to provide institutional credit to the youth of West Bengal with entrepreneurial ambitions. By enabling access to loans, the scheme helps individuals establish businesses, create wealth, and generate employment opportunities in both urban and rural areas. Key Features The scheme was launched on April 1, 2023 for a period of 5 years. Coverage - The scheme is operational throughout the state, targeting two lakh youth annually. Eligibility Criteria Applicants must be Indian nationals residing in West Bengal for at least 10 years. Open to individuals aged 18 to 55 years, including motor transport workers and construction workers. Only one person per family can apply, where family includes the applicant and their spouse. There is no restriction on the family’s annual income. Non-Eligibility Employees of central or state government organizations and their families. Individuals with a loan default history. Financial Support Project Cost (Loan): Up to Rs 5 lakh. Government Subsidy: 10% of the project cost, capped at Rs 25,000. Bank Loan: The remaining project cost after subtracting the subsidy. Loan Guarantee Credit guarantee coverage up to 100% is provided in collaboration with the Credit Guarantee Trust Fund for Micro and Small Enterprises (CGTMSE) and the state government. Applicable Projects The scheme covers a wide range of income-generating activities, including: Manufacturing, service, and trading businesses. Farm-related ventures such as dairy, poultry, fisheries, and piggery. Both new and existing units are eligible. Existing units can apply for expansion loans after two years. Offline Application: Those in rural areas can apply through their local Panchayati Raj Institutions for assistance in filling out and submitting the application.
