Introduction The Chief Minister Fellowship Scheme, is a flagship initiative launched by the Government of Bihar to involve qualified and experienced post-graduate professionals directly in government functioning. The Bihar Government formally approved and announced this fellowship programme in the year 2025, with cabinet approval granted on 09 September 2025. The primary objective of the Chief Minister Fellowship Scheme alias Mukhyamantri Fellowship Yojana is to provide real-time administrative experience to post-graduate candidates by placing them in key government offices. Fellows work closely with senior officers, assist in planning and monitoring government programmes, support data-driven decision-making, and gain practical insights into how policies are executed at different administrative levels. The fellowship programme is implemented by the General Administration Department of the Government of Bihar in collaboration with the Indian Institute of Management (IIM), Bodh Gaya. IIM Bodh Gaya plays an important role in training, academic support, evaluation, and certification of the selected fellows, ensuring a balance between professional learning and administrative exposure. Under this scheme, the Bihar Government will select 121 fellows and assign them to various government departments and offices. The fellowship is offered for a fixed duration of two years. Selected fellows receive a monthly stipend ranging from Rs. 80,000 to Rs. 1,50,000, depending on their posting and level of responsibility. Eligibiliy Only candidates who meet the following conditions can apply for the scheme :- The applicant must be a permanent resident of Bihar. The candidate must hold a post-graduate degree with a minimum of 55% marks. Eligible disciplines include Management, Policy Studies, Development Studies, Regional Planning, Public Administration, Science and Technology, and other allied subjects. Applicants must possess a valid scorecard of CAT, GMAT, GRE, GATE, UGC-NET, or CSIR-NET. Candidates who completed their master’s degree from Institutions of National Importance, Central Universities, or National Law Universities do not need to submit any entrance or eligibility test score.
