Introduction The Mukhyamantri Krushi Udyog Yojana (MKUY) is a Government of Odisha initiative launched on 1 June 2018 to promote commercial enterprises in agriculture and related industries. The scheme is administered by the Department of Agriculture and Farmers' Empowerment, while the Agricultural Promotion and Investment Corporation of Odisha Limited (APICOL) serves as its nodal agency. The primary objective is to encourage agripreneurship, strengthen rural businesses, improve income opportunities and generate employment. Financial assistance is provided as a Capital Investment Subsidy (CIS) for eligible projects in agriculture, horticulture, animal husbandry, fisheries, food processing and other permitted allied activities. The subsidy is calculated on eligible fixed capital investment, excluding land costs. Eligible individuals, groups and organisations can receive a subsidy of 40% or 50% of eligible fixed capital investment, depending on their category, subject to a maximum of ₹1 crore per entrepreneur or family. Applicants must submit a Detailed Project Report (DPR) through the GO-SUGAM portal and obtain District Level Committee (DLC) approval before starting work. Once the project is completed and verified, the approved subsidy is released according to the scheme's conditions. Subsidy payment for bank-financed projects: The lending bank maintains a mirror account in the entrepreneur's name. The advance subsidy is the lowest of 80% of the estimated subsidy, the loan amount or the maximum eligible subsidy, subject to the stated procedure. The advance is kept at zero interest and the final subsidy is adjusted against the loan after project verification. Any excess advance must be returned to APICOL under the applicable rules. Delay in completion: According to the supplied guidelines, delays of up to six months may lead to a 20% subsidy reduction, while delays of six months to one year may lead to a 50% reduction. A delay exceeding one year can result in loss of subsidy. Conditions after receiving assistance: The unit must generally remain operational for at least 10 years. Its location or major project details should not be changed during this period without prior approval. Annual progress reports may be required. False declarations, misuse of funds or premature closure can lead to subsidy recovery with interest as specified in the agreement.
