Introduction The Government of Uttar Pradesh has launched a major relief program called the Bijli Bill Rahat Yojana 2025 to help electricity consumers clear their pending bills. A large number of households across the state have overdue electricity dues running into thousands of rupees. Because of financial challenges, many consumers are unable to pay their bills, and the pending amount keeps increasing due to the surcharge on late payments. To address this issue, the government has introduced a special one-time scheme that offers a 100% waiver on the late payment surcharge and a 25% subsidy on the principal amount of the electricity bill. The scheme became effective from 1 December 2025 and will be implemented for a period of three months in three different phases. The entire project is being operated across Uttar Pradesh by the Uttar Pradesh Power Corporation Limited (UPPCL), and consumers can avail the benefit through both online and offline payment options. This initiative aims to support the common man, especially low and middle-income families, who have been unable to pay their bills on time. By reducing the burden of interest and offering payment flexibility in small installments, the government hopes to encourage more people to settle their dues and restore their electricity accounts. Benefits 100% waiver on the late payment surcharge charged on the pending bill. 25% subsidy on the principal bill amount in first phase, 20% in second phase and 15% in third phase of the scheme. Consumers may choose to pay the remaining bill in easy installments of Rs. 500 or Rs. 750, making repayment more manageable. Consumers who have pending cases related to electricity theft can also receive 50% rebate on applicable charges. The scheme reduces overall financial stress and encourages consumers to clear old dues instead of letting penalties accumulate. Eligibility The applicant must be a resident of Uttar Pradesh. The consumer must have a valid electricity connection in their name. The consumer must have a pending electricity bill at the time of payment. Consumer will have to pay the registration fees of Rs. 2,000/-. Documents Latest electricity bill. Aadhaar card of the applicant. Valid mobile number for receiving payment information. Process to Apply Consumers do not need to fill out a specific application form to receive the benefits. Payment of the pending electricity bill itself is considered as enrollment under the scheme. Consumers can pay through the two below mentioned methods. Offline Method :- Visit the nearest electricity department office. Provide your pending electricity bill at the counter. Officials will calculate the rebate as per government guidelines and accept the updated bill amount. Online Method :- Visit the official UPPCL website (uppcl.org) or use the UPPCL mobile app. Select the option to pay electricity bill. Enter consumer account number or registered mobile number. The portal will show the reduced principal amount and waived surcharge. Complete the payment online to receive the scheme benefit.
